To Display an Empty View

Hi -

SCENARIO: 

I've implemented a document library taxonomy with multiple views (sort of like file folders, but they're still views). Within each view there are multiple sub views (again, these are similar to sub-folders) within an above folder.

PROBLEM/ISSUE:

My problem/challenge is SharePoint does not display the taxonomy view & sub view (aka: file folder & sub-folder) when it is empty, meaning NO files have been uploaded in the sub view. Once a User uploads a file and assigns the view & sub view during the document tagging process if the sub view was empty, it no longer is. ThePROBLEM I'm attempting to solve is to have the entire taxonomy display regardless whether there are files in the sub view or not.

Can someone please share the process for getting the entire Taxonomy to appear?
