SP 2010 SP1 cumulative update April 2013 failed

Platform: single farm SP 2010 SP 1, cumulative update Feb 2013 system.

I ran the April 2013 cumulative upgrade. It ran to the end, then asked if I wanted to reboot the system. Since there is only one machine, and I am basically the only one using it, I said yes.

The machine came back up.  I went in to run the configuration wizard, just to make certain everything was installed correctly. After working its way to step 9 of 10, and sitting there for a bit, I get an error saying that the configuration failed. When I look at the log file, I see:

04/29/2013 15:04:42  15  WRN                 Unable to create a Service Connection Point in the current Active Directory domain. Verify that the SharePoint container exists in the current domain and that you have rights to write to it.

Microsoft.SharePoint.SPException: The object LDAP://CN=Microsoft SharePoint Products,CN=System,DC=intra,DC=cas,DC=org doesn't exist in the directory.

   at Microsoft.SharePoint.Administration.SPServiceConnectionPoint.Ensure(String serviceBindingInformation)

   at Microsoft.SharePoint.PostSetupConfiguration.UpgradeTask.Run()

Later in the log, I see messages like:

04/29/2013 15:08:26  15  ERR                 The exclusive inplace upgrader timer job failed.

04/29/2013 15:08:26  15  ERR                 Task upgrade has failed with a PostSetupConfigurationTaskException An exception of type Microsoft.SharePoint.PostSetupConfiguration.PostSetupConfigurationTaskException was thrown. Additional exception information: Failed to upgrade SharePoint Products.

04/29/2013 15:08:26  15  ERR                   Task upgrade has failed

04/29/2013 15:08:26  15  INF                   friendlyMessage for task upgrade is An exception of type Microsoft.SharePoint.PostSetupConfiguration.PostSetupConfigurationTaskException was thrown. Additional exception information: Failed to upgrade SharePoint Products.

   at Microsoft.SharePoint.PostSetupConfiguration.UpgradeTask.Run()

   at Microsoft.SharePoint.PostSetupConfiguration.TaskThread.ExecuteTask()

I have applied a service pack and 3 previous cumulative upgrades and didn't encounter this.

Is there something new in April 2013 CU that requires more permissions? If so, what permissions are needed now?
