User Information List Not Updating

I have a small SP2010 standard Farm, about 75 Site collections, and I have having an issue with the User Information List (userdisp.aspx) not updating, specifically email address.

I have tried - "stsadm -o sync -listolddatabases 0" and "stsadm -o sync -deleteolddatabases 0"

With no results.

when Running "stsadm -o sync -listolddatabases 0" it shows that that I have synced in the last hour but the information is not being displayed for any users i have checked.

User Profile service is running on 2 servers and there is no errors relating to the User Profile Service in CA,  I do have a "Timer service failed to recycle" error that I need to address if that is relevant to this issue.

Hopfully someone can point me in the right direction
