Ribbon on document library does not load

I am logged on as a Site Collection Admin and using IE 9.0.8112.16421 on Windows 7 SP1 and when I go to a list, I get "Loading..." and I have closed out, restarted, and tried to log on as a different user, when I do, it WORKS!

I set that user to be a Site Collection Admin, on same system, my system, multiple sites are affected.  I just tried Calendars List and that seems to work OK, however Announcements, Custom Lists, Links List, etc. seem to be having the same "issue."

I read someone to try to use Developer Dashboard so I put it in here.  Is it COMMON to have SO MANY SPWeb's in the list below?

I tried to go to the site and click refresh and then click on the List Tab, and try to get the ULS log results, this is what I got, and I don't know if it is "EVERYTHING" but others are using the site and a lot goes on and so I don't know if this overlaps. This is all I got with the correlation ID.
